Manitoba's Business Investor Stream (BIS)
The MPNP Business Investor Stream offers a pathway to Canadian permanent residency for individuals with business acumen and investment capital. Manitoba, with its diverse economy and welcoming communities, provides an ideal environment for business growth and success.
Entrepreneur Pathway
The Entrepreneur Pathway (EP) offers an opportunity for Manitoba to attract and nominate qualified business individuals globally. These individuals must have the intention and capability to relocate to Manitoba and either establish, purchase or become partners in an existing business upon their arrival in Canada on a temporary work permit.
The renewed EP replaces the previous MPNP-B stream, eliminating the requirement for applicants to submit a $100,000 deposit to the Manitoba government.
Eligibility Criteria for the Entrepreneur Pathway
- Business Experience: Applicants must have a minimum of three years of full-time work experience within the past five years. This experience can be as an active business owner or in a senior management role within a successful business. Business owners are awarded higher points, with a requirement of at least 33 1/3% ownership.
- Language Proficiency: A minimum level of CLB/NCLC 5 proficiency in either English or French is required.
- Education: Applicants must have a Canadian high school equivalency level of education.
- Net Worth: Individuals must possess a minimum net worth of $500,000 CAD. This net worth will be verified by a third-party supplier approved by the MPNP, and a verification report must be submitted within 120 days of receiving the Letter of Advice to Apply (LAA).
Farm Investor Pathway
The Farm Investor Pathway (FIP) targets individuals with proven farm business experience, adequate capital for investment, and the intention to establish and operate a farm operation in rural Manitoba.
Successful FIP applicants are expected to establish a farm business in rural Manitoba producing primary products consistent with the province’s current farm industry. The type of operation and investment must align with provincial statistics and be relevant to Manitoba’s farm industry. Agri-business operations not producing primary products may qualify under the Entrepreneur Pathway.
The renewed FIP replaces the previous Farm Strategic Recruitment Initiative.
Eligibility Criteria for the Farm Investor Pathway
- Farm Business Experience: Applicants must have a minimum of three years of farm ownership and operation experience, supported by verifiable documents.
- Official Languages Proficiency: Proficiency in either English or French is essential for the Farm Investor Pathway. If invited to attend an interview, applicants must conduct it in either English or French.
- Farm Business Investment: A minimum investment of CAD 300,000 is required to establish a farming business in rural Manitoba. Investments must be made in eligible tangible assets defined by the MPNP. A comprehensive farm business plan is mandatory and forms an integral part of the application process. Investments for passive income or speculative purposes are not eligible.
- Farm Business Research Visit: Applicants must conduct a farm business research visit to Manitoba.
- Farm Business Activities: The farm business entity should engage in ongoing and recurring business activities in rural Manitoba. Applicants are required to reside on the farm and actively participate in its management. The farm business must be involved in active primary agriculture production and be economically viable. Value-added farm business activities in Manitoba are essential, while speculative activities or the use of third-party farm managers are not eligible.
- Economic Establishment Adaptability: Applicants must demonstrate adaptability, particularly in practical farming skills, technical knowledge, and experience in technological-based farming practices relevant to Manitoba’s primary farm production industry.
- Net Worth: A minimum net worth of $500,000 CAD is required. The MPNP may request verification of the net worth and financial information by a designated third-party service provider. If requested, the verification report must be submitted within 120 days of receiving the Invitation.
MPNP Ineligibility: Who Cannot Apply?
The following are not eligible to apply to the MPNP:
- Refugee claimants, individuals in a federal appeal or removal process
- Live-in Caregivers in Canada
- Temporary foreign workers in provinces other than Manitoba
- Spouses of Canadian citizens or permanent residents
- Individuals refused by the MPNP within the last six months without addressing the reasons for refusal
- Applicants with an active application in any other provincial or federal immigration program in Canada, excluding an Express Entry profile.
